definition for: #FoxxSlum

A FoxxSlum is a residential area turned into a slum by programs put in place by Secretary of Transportation (@SecretaryFoxx) Anthony Foxx. In particular a FoxxSlum refers to an area where noise is focused from jet aircraft that has been formed by a Merge Fix (#mergefixeskill) a feature of Sec. Foxx's NextGen program.
