Reservations and Quotas should be given to candidates who dont have resources to compete with general candidates. These could be poor candidates who cannot afford fees on better schooling, tutions, colleges etc. Caste based reservations and quotas are bargained for price by richer lot of the SC/ST/Backward castes.
