The controversies of SRO-202/2015 and why it should be revoked/amended.
1.Named asFast track recruitment. Mentions appointment to be made within three months from the date of issuance of SRO, contrary it took more than 03 years which means the appointees have to spend and stagnate for more than 08 years under this unconstitutional job policy.
2. Was to be issued by Finance Department being a issue related to consolidated salary and Finances, was issued by GAD.
3. Probation period mentioned 05 years, contrary, sir as per CCA rules probation period cannot be more than 02 years.
4. Mentions reckoning of seniority from the date of its appointment. Contrary, it is creating seniority disputes and atmosphere of animosity among Cadres/employees and resultantly acting as fodder for litigations.
5. No pay protection provided to in-service candidates as per CSR. Law and Finance Department already held it against the provisions of CSR and explicitly advised that provisions of SRO-202 are not applicable to in service candidate who applied through proper channel.
6. Previous Government took decision not to bring Gazetted posts under this SRO, however, the same was later withdrawn, they included Lecturers and Doctors under this anti youth job policy.
7. Violates Judgment held by Apex Judgement to provide equal wages for equal work.
8. Allowances like D.A, HRA, CCA etc which are granted on basis of market escalation not provided to appointees which is against labour laws and Principal of natural justice.
9. Appointments made on substantive posts which are budgeted posts and no extra finances are to be required for its implementation.
It is humbly requested to kindly
1. Amend the SRO-202 by reducing the probation/consolidated salary to 02 years from 05 years by substituting the term 05 years with 02 years wherever appearing in the relevant SRO.
2. Grant them the periodical/annual increments notionally from the date of 1st appointment.

There are permanent Govt. employees in J&K UT recruited after 2015 (Gazetted as well as non Gazetted) under SRO-202 a New Job policy. These employees are not entitled for DA, HRA and not even annual increments for initial 05 years. They are recruited through proper channels viz JKPSC and JKSSB. Recently HMO office proposed other extra allowances to the employees of UT recruited before 2015 While as nothing to employees recruited after May 2015. Who is going to take care of newly recruited employees recruited after 2015 and youth of J&K UT. Why is there discrimination existing even after creation of UT's. If they still have financial burden what was the need to pay other allowances to employees recruited before 2015. Why injustice with new ones. Why Hon'ble Prime Minister's *SAB KA SATH SAB KA WIKAS* is not followed here in J&K.
