Normally, if some publicly owned institution or organization collapses or goes bankrupt, it used to be bailed out using public (tax payers) money provided that was necessary to protect the long term interest of the public. But now a days, such bailouts have been done of private financial institutions that went bust / bankrupt / collapsed due to either greed or its over dependence on one sector e.g the housing sector. This hashtag can be used to tweet or debate about any bailouts that uses tax payers hard earned money.
