Dual intent for f-1 visas is a common sense immigration reform neglected for many days. Though once landed in US, students are given every opportunity to stay on apply for OPT and h1b and even green cards. But because f-1 is a non immigrant visa with no dual intent US is losing on the brightest and brilliant entrepreneurs and scientists. Also, convincing a visa officer about intent to return back home is at best a luck and in worst cases an exercise which is futile. applying 214b for h1b is one of the biggest errors of US immigration system.
