Structural and institutional racism: cruel discriminatory and racial profiling policies and enforcement that make life unbearable to live, causing maximum hardship, and in many cases death, to anyone that match the "profile" either in the private or in the public spheres. Rights are deliberately denied, and rights to justice are curbed, withdrawn or removed completely. In essence, hostile environment is a series of scandals being perpetrated by the State and it's agencies. Members of the public - employers, landlords, family members, neighbors, etc - are co-opted and mandated to carry out and enforce the scandals, with consequences - fines, punishment, etc - on them (too) if they don't do as they are told or commanded.
