The aspirations of concerned individuals to have a road bridge connect the island barangay (barrio) of Patoc with the municipality of Manabo in the Northern Philippines. Patoc, in the municipality of Bucay, is located in the landlocked province of Abra. The rivers and streams which surround Patoc swell many times their normal size due to heavy rains during the 6-month wet season every year. The raging waters around Patoc make traveling to and from Patoc on rafts and boats very difficult and dangerous. Patoc is an important rice-producing rural community and commerce significantly slows down when the rivers swell. Students and workers are stranded. Vital goods and services are not adequately provided and patients needing emergency care do not get the immediate help that they need in the area's hospitals. A bridge for Patoc is long overdue.
